Council of Management holds bi-monthly executive meetings at which reports are made by the Trust's various groups and sub-committees, and where current issues, events and problems are discussed, and appropriate actions taken.
Civic Design Group meets regularly to consider planning proposals affecting important sites. This enables the Trust to put forward constructive advice without waiting for firmed-up proposals to be presented. Aspects such as conservation, archaeological investigation, the potential for future improvements to the city, and implications of impending developments are also considered.
Recently at the invitation of the City Council, the Group has commented on design briefs for the Docks, Baker's Quay and Westgate Quay, and on plans for updating King's Square. It continues to provided observations on the various Blackfriars proposals. It has also cooperated with the City Council in revising the official list of listed buildings. Over the years, member of the Group have represented the Trust at several public enquiries. It is closely linked to the next two bodies.
Survey Group regularly monitors the state of streets, buildings and open spaces, and where necessary notifies the local authority of Listed Buildings deemed to be at risk and recommends appropriate ammendments. When required, it also mounts exhibitions that are designed to raise public awareness of the local environment.
Planning Appraisal Panel meets regularly to examine significant planning applications referred to it by the City Planning Department for comment, or asked for by panel members.
Civic Trust Tourist Guides have run the guided walking tours around the city since 1975. From 1978 potential recruits have had to pass a Heart-of-England Tourist Board examination to gain official registered status and a 'Green Badge'. Since then other regular tours have been offered, in particular a tour of Gloucester's historic Docks. Special and group tours are also provided. Each spring, lectures and practical sessions are given on Gloucester's history and the sites on tour routes. There are currently well over 30 badged tour guides.

Gloucester Historic Buildings Ltd is a charitable preservation company in which Gloucester Civic Trust and Gloucester City Council are equal partners. For twenty years they have jointly owned and administers funds used for the restoration, repair and conservation of Gloucester's older buildings and its monuments in danger of decay or destruction. Smaller task are also within the company's remit, including the production of information plaques. Gloucester Historic Buildings' current project is the complete restoration of 66 Westgate Street, the double fronted timber-framed building opposite the Shire Hall.
